It is a paean to "color revolutions" and reads like a neo-liberal manifesto. Hedges like many of his ilk accept the Western bourgeois concepts of "human rights" and "democracy" at face value and do not dare to look behind the curtain of US propaganda. They refuse to accept the fact that the US disingenu ously uses the peoples frustrations at certain historic junctures to foment regime change in order to install Western friendly elites that serve the hegemonic rule of Western capital. This sort of historical clap-trap defines the original sin of the Cold War and its aftermath. Russia, be it as the USSR or the Russian Federation, has never been the greatest enemy of the US. The greatest enemies the US fa ced were Nazi Germany and Imperial Japan. In fact, Russia would have much preferred being a friend of the USA. In his assessment however Moulton is not alone, it is the common opinion of nearly all Democrats and Republicans. And it is a lie. The reverse is true. The United States has been the greatest enemy of Russia for the last 75 years. I started studying Chinese in my 20s and it took 4 years of intensive instruction to gain a middling level of competence. Th ere are many minority residents from remote areas of Xinjiang who are not fluent or literate in Mandarin Chinese. It is very difficult for them to get the new jobs that are opening up as Xinjiang gets integrated into the BRI. The type of instruction being offered is essential for young Uyghurs to advance and prosper.
